AN INTRODUCTION TO CITIZENS-POLICE LIAISON COMMITTEE NEIGHBORHOOD CARE IT IS CRIME NOT TO CARE FOR YOUR NEIGHBORHOOD   The CPLC Neighborhood care (CPLC-NC) has been initiated in Karachi to facilitate the provision of civic amenities and security to its residents. The CPLC-NC realized its objective by organizing citizens at the grass root level around common civic concerns, so that they may help themselves or approach the relevant authorities collectively and by encouraging then to collaborate worth the area police to ensure the security of their neighborhood. The first CPLC-NC was launched in March 1995 in the jurisdiction of the Ferozabad Police Station (PECHS). At present 500 houses are participating in this CPLC-NC while others have underwritten the financial as well as the organizational needs of the project. Certain citizens who had been involved throughout the planning and execution of the Ferozabad CPLC-NC had formed a core group to serve as resource people for replicating the CPLC-NC in other localities. It is hoped that with the efforts of the core group and representatives of different communities, CPLC-NC would soon be replicated in a large number of localities. The CPLC-NC would be adjusted according to the specific requirements of each locality as well as the financial resources available in the area. The concept being that the affluent area undertake to develop and maintain their own neighborhood, thereby enabling the government to utilize its development fund to develop under privileged areas. We believe that the direct involvement of the citizens of Karachi in the affairs of this city will go a long way in making Karachi a better and safer place to live in.   THE CPLC NEIGHBORHOOD CARE D.H.A   The first CPLC-NC was initiated in PECHS Block VI in March 1995, by the CPLC in association with a group of concerned citizens, to jointly facilitate the provision of civic amenities and greater security to the area residents. A car and two motorcycles have been bought and fitted with wireless systems for 24 hrs patrolling of the area. After obtaining the official approval from the IG Police Sindh for operating the joint venture, a working relationship between the citizens and the police we established by the DIG (Karachi) Police. The Ferozabad Police Station was equipped with a computerized office and two secretaries. The running expenses of the office at the police station are being borne by the CPLC-NC. The office remains open 7 days a week, on weekdays from 8.00 am to 9.60 pm and on Fridays and Saturdays from 9.00 am to 5.00 pm. The CPLC-NC has arranged for garbage collection 6 days a week. At the request of KMC Administrator CPLC-NC had adopted a piece of land and to convert it into a beautiful children’s park. The CPLC-NC-DHA will function on the same pattern as CPLC-NC Ferozabad Project. Brig. Maqsood Hussain, Administrator DHA has been kind enough to provide office building for the Project. We are also thankful to Lt.Col Javed Ahmad. Director Vigilance and Maj.Waseem of DHA who have also actively participated in launching of the Project. The successful launching of the first CPLC-NC would not have been possible without the personal interest of the present IG/Provisional Police Officer, Mr.Asad Jahangir Khkan, Capital City Police Officer, Mr.Tariq Jamil, DIG (Operations) Mr. Mushtaq Shah and the area TPO Mr. Imam Shaukat who have initiated to establish CPLC-NC in DHA.
